After a short break, the Ministry of Finance organized another meeting regarding KSeF on July 18. The aim of these consultations is to gather opinions on the functioning principles of the mandatory KSeF. We couldn't miss it.

Here’s what we learned:

  • Minor changes to the document structure were announced – including a new role for Entity 3, modification of the payment term field, and a solution for identifying JST on the invoice.
  • General assumptions for structured attachments in KSeF were detailed.
  • The proposal to temporarily allow the issuance of offline and paper invoices was maintained.
  • An equalization of environments – test, demo, and production – was promised.
  • There was extensive discussion on consumer invoices and identifying the buyer, for whom invoices must be mandatorily sent to KSeF.

However, the reason for postponing mandatory KSeF to 2026 was not provided – that is, plans for architectural changes and proposed solutions for security and performance issues were missing.

We hope to learn the details in September when the Ministry of Finance plans to:

  • Conduct consultations on the logical structure of FA(3) and the invoice attachment.
  • Present a roadmap for the equalization of environments and the implementation of new functionalities.
  • Start public consultations on the draft law.
